Her colleague Lansendal, who was standing next to her, expressed some envy, “High Level Civilizations are indeed formidable. I heard that it only took the Iridium Star people a few weeks to construct the First Galactic Star, including the process of restoring the ecology of this once barren planet. The Taroffi Civilization is a level 12 Lower Civilization, located on the remote fringes with little influence from external forces, and thus it is generally peaceful and quiet. Taroffs are beings with strong feminine characteristics, with bluish-grey skin, no hair, and intricate patterns on their heads, but actually, they are a species with unstable genders, and the differences between genders are not significant, so they essentially can be considered genderless. This group has a certain fascination with foreign cultures, with an inclination towards the arts as opposed to the hard sciences.

Kelidarl and Lansendal were representatives sent to the First Galactic Star by the Taroffi Civilization, while member civilizations of the United Empire would regularly send their officials to the government of the United Empire to enhance their presence and also to vie for more benefits for their own civilizations.

In the selection of personnel for the government bodies of the United Empire, Bai Zhongqi truly achieved fairness. Civilizations were not judged by their levels or strength when ordering their seniority, even a Lower Civilization like the Taroffi could have opportunities equal to Mid-level and High Level Civilizations. Although for important positions such as head, deputy head, and director, the Personnel Department conducted very strict assessments exploring candidates’ experience, knowledge structure, and also organizing complex written and interview processes to solemnly appoint them. In this process, candidates from Lower Civilizations clearly did not have much advantage, yet they still had opportunities.

Among the newly appointed leaders and deputies, the heads of departments such as the Joint Defense Department, Finance Department, Central Bank, Imperial Prosecution Service, Imperial Court, Construction Engineering Department, Resource Supply Department, Transportation Department, Technology Industry Department, Ministry of Industry, Galactic Security Department, Welfare Department, Personnel Department, and others were all from Iridium Star, while deputies and directors included some from other civilizations. Bai Zhongqi also established a Civilizations Representatives Assembly separately, although this assembly had no substantive power, but it was meant to voice the demands of various civilizations and participate in the core politics of the United Empire to a limited extent. The administrative agencies of the United Empire government were required to provide necessary responses to the queries of the Representatives Assembly.

Kelidarl was the representative of the Taroffi Civilization, who also had more than a dozen officials in the government of the United Empire. Their positions were not high, but the Taroffi were relatively satisfied with this situation.

No matter what the efficiency of the current government of the United Empire was, at least the team of civil servants of the United Empire government had already become enormous, totaling over two million officials from different civilizations serving the government. However, the reality was not exactly as Kelidarl imagined, as each civilization possessed its own characteristics. Many civilizations were rather exclusive, so even though they came to the First Galactic Star, they were unwilling to interact much with other civilizations. Some civilizations were tyrannical, joining the Iridium Star United Empire only because they could not deal with the Swarm. Regarding the First Galactic Star, some people, similar to Kelidarl, were deeply interested and enchanted by it, but others deeply detested it, and still more might not have felt much at all.

No one could fully understand what Bai Zhongqi, the Iridium Star Chancellor, had truly created.

On the First Galactic Star, incidents of violence and maltreatment between different species occurred, and of course, immediately upon such incidents, the local security agencies would take measures, so overall, the First Galactic Star was still relatively stable and quiet.
