Libertopia, the GSPIB (Global Supernatural Phenomenon Investigation Bureau) Headquarters.

In the conference center of the GSPIB headquarters building, a group of people are sitting around a large oval conference table.
There are both men and women of various ages, from gray-haired old men to slightly immature young girls.
The one sitting at the head of the table is the only white-haired old man in the group and also the one with the highest position among them.
The white-haired old man got straight to the point, "I believe everyone knows the theme of today’s meeting. It’s about the protagonist in the video that’s been wildly circulating on the internet."
"I’d like to know your opinions on him," the white-haired man said.
The others looked at each other, murmuring among themselves.
A man, seemingly in his thirties, spoke with a serious expression, "He managed to fight his way out from those monsters, so he must’ve unlocked the gate of evolution. However, it’s hard to discern his specific abilities from the video."
A younger blonde guy scoffed, "What abilities? He just had a damn stroke of luck. If those monsters hadn’t mysteriously failed to resurrect, he’d already be Ghouls’ dinner and now fertilizing the soil."
The older man frowned, slightly annoyed, "There’s no such thing as good luck in the face of monsters. Maybe that’s his ability."
The younger man argued back, "Hans, you just overthink everything, to put it bluntly, you’re too cautious."
"If it were that easy to unlock the gate of evolution, there wouldn’t be so few evolved in the world. We wouldn’t need to make a big fuss and rush back to headquarters for a meeting because of the appearance of the pyramid monsters."
Hans, not liking being called cautious, naturally got angry, "Humph, all talk and no trousers. I’ve completed more missions than the amount of water you’ve ever drank. Am I cautious?"
The younger man said, "Yeah, you’ve unlocked the gate so early, and yet you’re still a Level 1 Evolved. That’s hilarious."
Hans, infuriated, stood up, slammed the table, and pointed at the young man, "You want a fight, is that it?"
The young man didn’t back down at all, "Screw you, you think I’m afraid of you?"
The white-haired old man, Martin, watched as the room descended into chaos, his face expressionless.
Clearly, he had long grown accustomed to their antics.
Martin, originally a congressman of Libertopia, became the Director of the Bureau ten years ago. But he’s not an evolved, he’s just an ordinary man.
Yet, this ordinary man is in charge of all the evolved in the world.
They had no choice; there’s yet to be an evolved with extensive management experience in the world, so they had to use an ordinary person as the Director for now.
Martin slammed the table hard and roared, "Enough!"
"Anyone else who continues this disorderly behavior, leave the Bureau and never come back!"
With that, the entire conference room went quiet.
Clearly, none of the evolved wanted to be fired because they still needed the protection of the organization.
While the evolved have means beyond ordinary people, they are still human after all, especially the lowest-level evolved who can even be hurt by guns.
Most importantly, once an evolved unlocks the gate, they mysteriously attract monsters.
No one can be vigilant 100% of the time, and the Bureau provides that protection.
Seeing everyone quiet down, Martin’s expression returned to calm.
"Susan, read the investigation report."
"Yes, Director."
A secretary dressed in a sexy black suit standing behind Martin opened a prepared folder and started reading.
"Daniel, age 23, male, from Serenalia. He went to study in Libertopia five years ago and graduated successfully after repeating a year."
"Life after graduation wasn’t prosperous, but a little over a month ago, he started participating in the Container Hunt Auction at the port of Golden Shores City and got filthy rich..."
Martin listened attentively, his right hand’s fingers drumming on the desk.
When Susan finished reading the data, he said, "This young man participated in the Container Hunt Auction, and within a month, he went from being penniless to a billionaire. In the process, he also won a container that had an alien finger in it."
"It was that finger that unlocked the bio-lock on the alien spaceship that the personnel at Area 51 had been stumped with for ten years."
The hot-headed young man from earlier couldn’t help but interject, "Damn, he’s that lucky?"

Martin calmly looked at everyone, "You still think Daniel just got lucky?"
Everyone had a blank look on their faces.
